How Do I Get Rate Table Shipping to Calculate Correctly?

I have built and uploaded several test rate tables.  The caluclated shipping comes out near but not any of the banded shipping costs.  Here is my table.  A Sale of 243.00 should return shipping = $29.99 but comes out $27.33.  Changing the total a little the shipping changes a little too.
